Lowell was born on April 28, 1958 to the late Carl and Elizabeth Bush Mullins. He was a retired Sprinkler Pipe Fitter and member of Pilgrim Rest Baptist Church. He also attended County Line Church.
Lowell is survived by His Wife; Barbara White Mullins, Daughter; Jamie Mullins Smith (Chris), Son; Carl Mullins (Nancy), Three Brothers; Billy Joe (Janice) Mullins, Gary Lynn (Vickie) Mullins, Bob (Ella) Mullins, One Sister; Alma Jean Morris, Grandchildren; Andreya Hall (Mikey), Breanna Mullins, Erin Thomson (Brian), Brooke Baker, Blake Baker, Reed Smith, Special Friends; Caroline White (Troy Hudson), Henry White, Delbert White Jr., Greg (Becky) Bush, Gary (Teresa) Turner, and a Host of Nieces, Nephews, other relatives and friends to mourn his passing.
Lowell was preceded in death by His Parents; Carl and Elizabeth Bush Mullins, Two Sisters; Brenda Neace and Sharon White.
Funeral Services for Lowell Mullins will be held at Pilgrim Rest Baptist Church at Watts, Kentucky on Sunday July 12, 2026 at 10:00 A.M. with Dylan Baker officiating. He will be laid to rest in the Henson Cemetery on McIntosh Road in Lost Creek, Kentucky with Carl Mullins, Greg Bush, Henry White, Delbert White Jr., Troy Hudson, Gary Turner, Chris Smith, Jeff White, and Rodney White serving as Pallbearers, and Billy Joe Mullins, Gary Mullins, and Bob Mullins serving as Honorary Pallbearers. Visitation will be held on Saturday July 11, 2026 from 6:00 P.M. u til 9:00 P.M. at Pilgrim Rest Baptist Church.
